High-level International Forum was held in Ashgabat in participation of the President of Turkmenistan and Hero Arkadag

On 12 December 2025, the International Forum was held in Ashgabat on the occasion of the International Year of Peace and Trust, International Neutrality Day and the 30th anniversary of permanent neutrality of Turkmenistan.  The event was attended by high-level delegations from countries all over the world, as well as international and regional organizations.

Early morning, the heads of high-level delegations participating in the International Forum laid flowers at the Monument of Neutrality.

The heads of delegations then proceeded to the Congress Centre of Turkmenistan.

The official joint photo ceremony of the heads of delegations took place here.

Next, the International Forum has started with a plenary session entitled “Peace and Trust: Unity of Goals for a Sustainable Future”.  It was held in participation of the President of Turkmenistan.

When opening the Forum and welcoming the participants, President Serdar Berdimuhamedov emphasized that it was a pleasure for him to see all gathered at the International Forum on the occasion of the International Year of Peace and Trust, International Neutrality Day and the 30th anniversary of permanent neutrality of Turkmenistan.

On behalf of the Turkmen people, the head of state thanked everyone for participating in the Forum of Peace and Trust, in the celebrations dedicated to the International Day of Neutrality and the 30th anniversary of the international recognition of Turkmenistan’s permanent neutrality.

President Serdar Berdimuhamedov emphasized that the current Forum is considered a major, internationally significant event, aimed to become a starting point for understanding regional, continental and global processes, and for upholding the values of peace, cooperation, equality, trust, justice, a culture of dialogue, as well as mutual understanding of international politics.

“The International Forum is held as a result of Turkmenistan’s many years of consistent work aimed at establishing and consolidating in world politics the principles, values and criteria which, in our view, should form the basis, legal and ideological core of the entire modern system of international relations”, President Serdar Berdimuhamedov said.

It was noted, that the conceptual norms of peace and trust are reflected in Turkmenistan’s national legislation. In September of this year, Turkmenistan adopted a constitutional law “On the Legal Foundations of the Peace and Trust Policy of Neutral Turkmenistan”.

 “The International Year of Peace and Trust coincides with an important historical anniversary – the 30th anniversary of the international recognition of our country’s permanent neutrality. Having become a political and legal reality embedded in the decisions of the UN General Assembly and the Constitution of Turkmenistan, permanent neutrality determines all our steps in the international arena, the visible successes and large-scale results achieved by the country”, the head of state emphasized.

Neutrality is a key factor in Turkmenistan’s strategic dialogue with the United Nations, which is celebrating its 80th anniversary this year.

The constructive and inspired influence of Turkmenistan’s neutral status on ensuring international, as well as regional stability and security is evident, as confirmed by the growing support for Turkmen neutrality in the United Nations.

The establishment of the “Group of Friends of Neutrality” at the UN several years ago on the initiative of our country is also indicative.

 “Neutrality is not a static concept, but a living, creative process that keeps pace with the time and responds to new changes and trends. In this context, Turkmenistan puts forward preventive diplomacy as an important component of modern international politics”, the head of state highlighted.

In this regard, it was proposed to use neutrality as a political and practical platform on which it is possible nowadays to develop ways and methods of achieving agreement, compromise and reconciliation.

In this context, the head of state emphasized that based on the rich experience of the Commonwealth of Nations in the field of peacemaking, as well as with a view to developing the applied nature of neutrality, including scientific research and educational activities, Turkmenistan proposes the establishment of a University of Peace and Neutrality in cooperation with the UN.  President expressed confidence that these initiatives will be supported and thoroughly discussed with friends and partners.

It was noted that our neutrality is a natural result of Turkmenistan’s genuine sovereignty and independence.

 “We clearly see and highly appreciate the broad support and understanding of our goals and objectives by the international community, numerous friends and like-minded people around the world” – continued President Serdar Berdimuhamedov, noting that this support helps Turkmenistan look to the future with optimism, confidently make plans for further joint work, and inspires us to participate continuously, actively and constructively in achieving peace, trust and harmony between peoples, for progress and prosperity.

Once again expressing his heartfelt gratitude to those gathered for their participation in the Forum and their contribution to strengthening friendship, cooperation and mutual understanding with Turkmenistan, the head of state gave the floor to President of the Russian Federation Vladimir Putin.

President Vladimir Putin noted that he was pleased to participate in the Forum dedicated to the International Year of Peace and Trust, International Neutrality Day and the 30th anniversary of the proclamation of Turkmenistan’s permanent neutrality. The distinguished guest also emphasized the symbolism of the fact that on 12 December, exactly three decades ago, the United Nations General Assembly unanimously adopted a resolution officially granting Turkmenistan neutral legal status.

In this regard, President Vladimir Putin warmly congratulated President Serdar Berdimuhamedov, National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov and all Turkmen people on this significant event.

The choice made by Turkmenistan 30 years ago for permanent neutrality essentially determined the strategic vector of its development as an independent and sovereign state that receives well-deserved respect and standing both in the region and throughout the world, said the distinguished guest.

President Vladimir Putin highly appraised the draft Ashgabat Declaration prepared by the Turkmen side, which is intended to become an important outcome of joint work during the current Forum. It was emphasized that Russia unconditionally supports this document and the key principles of international relations embedded in the UN Charter.

Noting also that in 2026 Turkmenistan will assume the chair of the Commonwealth of Independent States, the leader of the friendly country wished success in the fulfilment of this mission.

Concluding his speech, the head of the Russian Federation once again congratulated everyone on International Day of Neutrality and the 30th anniversary of Turkmenistan’s permanent neutrality.

Expressing his deep gratitude to President Vladimir Putin for his meaningful speech, President Serdar Berdimuhamedov noted that the speech of the leader of the friendly country reflected the importance of strengthening peace, trust and mutual understanding in the modern era.

Next, the floor was given to the President of the Republic of Türkiye Recep Tayyip Erdoğan.

The distinguished guest warmly welcomed the heads of state and government, as well as all participants of the Forum and noted that it is a great honour for him to be back in his historic homeland. After warmly congratulating President Serdar Berdimuhamedov and Hero-Arkadag, as well as all Turkmen people, on International Neutrality Day, President Recep Tayyip Erdoğan expressed his gratitude to the head of Turkmenistan for organising the International Forum on this significant day.

As noted, the Republic of Türkiye is truly proud and delighted with the successes of Turkmenistan, which is currently one of the most dynamically developing economies in the world.

The Turkish and Turkmen peoples are two brotherly peoples united by common historical roots, said the distinguished guest. In this regard, it was emphasized that the Republic of Türkiye was the first to recognize the independence of Turkmenistan and one of the first to support its permanent neutrality.

President Recep Tayyip Erdoğan also noted that Türkiye is developing and strengthening comprehensive relations with Turkmenistan, supporting its peaceful vision. “We are complementing our cooperation in the fields of investment, trade, energy and other areas with strong humanitarian ties”, emphasized the head of the friendly state. At the same time, Türkiye’s unwavering commitment to constructive partnership with Turkmenistan for the sake of joint prosperity was reaffirmed.

In his speech, President Recep Tayyip Erdoğan also touched upon a number of pressing issues on the international agenda.

Thanking the leader of the brotherly country for his detailed and meaningful speech, President Serdar Berdimuhamedov noted that Turkmenistan and the Republic of Türkiye are linked by close relations based on common historical roots, cultural closeness and long-standing ties of brotherhood.

"Your speech has made  important contribution to the discussion of issues related to strengthening peace and trust, which are key to stabilizing international relations", said the head of Turkmenistan, thanking the Turkish leader for supporting dialogue aimed at strengthening partnership between the two countries.

President Serdar Berdimuhamedov then gave the floor to President of the Islamic Republic of Iran Masoud Pezeshkian.

Thanking the Government and people of Turkmenistan for the high organisational level of the current Forum, the head of the friendly state noted the special significance of this event, which coincided with the celebration of the 30th anniversary of our country's neutrality.

According to the Iranian leader, the Group of Friends of Neutrality for Peace, Security and Sustainable Development, established at the United Nations at the initiative of Turkmenistan, has become an important initiative reflecting the state's efforts in this field.

Emphasizing that peace and development are only possible through equal dialogue, trust-based partnership and respect for international law, President Masoud Pezeshkian expressed confidence that the representative High-Level Forum would contribute to the achievement of common goals and lay the foundation for peace, stability and development in the region.

Expressing sincere gratitude to the distinguished Iranian guest for his informative speech, President Serdar Berdimuhamedov noted the importance of the issues raised and emphasized that Turkmenistan attaches particular importance to the development of good-neighbourly relations with the Islamic Republic of Iran.

The floor was then given to President of the Republic of Kazakhstan Kassym-Jomart Tokayev.

Expressing sincere gratitude for the hospitality, the head of the friendly state noted that brotherly Turkmenistan is celebrating a historic date – the 30th anniversary of its permanent neutrality.

It was emphasized that the policy of permanent positive neutrality has brought Turkmenistan international recognition, becoming a visible symbol of its great success and commitment to the principles of peace.

 ‘The holding of such a representative forum confirms Turkmenistan's unique role in strengthening international trust and cooperation,’ said the Kazakh leader, expressing confidence that the opinions and proposals expressed during the discussion would reiterate positive significance of neutrality in the 21st century.

President Kassym-Jomart Tokayev highlighted the historical achievements of the National Leader of the Turkmen people. Due to whose efforts Turkmenistan is recognised as a country promoting important initiatives of international significance on the world stage.

It was emphasized that such fundamental values as peace, trust and humanism are reflected in the domestic and foreign policy of the Turkmen state, which unfolds the significance of the proclamation by the UN General Assembly, on the initiative of Turkmenistan, of 2025 as the "International Year of Peace and Trust".

"Kazakhstan supported this important decision, as peace and trust are the fundamental principles of our foreign policy strategy", said the head of the friendly state, noting the exceptional importance of peace and cooperation for sustainable development.

Expressing his deep gratitude to President Kassym-Jomart Tokayev for his comprehensive speech, the head of state noted that our countries are linked by long-standing good-neighbourly relations.

Kazakhstan consistently supports Turkmenistan's initiatives within reputable international and regional organizations, which serves as an important factor in strengthening mutual understanding and solidarity between our countries, the head of state emphasized.

Then the floor was given to the President of the Kyrgyz Republic Sadyr Zhaparov.

Expressing his gratitude for the hospitality and the high level of organization of the Forum, the leader of the friendly country emphasized that it is a great honour for him to participate in this important event aimed at strengthening peace, mutual trust and sustainable development, and congratulated Turkmenistan on the 30th anniversary of its permanent neutrality.

The adoption by the United Nations General Assembly of the Resolution "Permanent Neutrality of Turkmenistan" thirty years ago, demonstrates that this status is an unshattered principle recognized in international law and became the starting point for a new stage for Turkmenistan, which stands for the strengthening of peace and sustainable development.

"Over the past years, Turkmenistan has proven the rightness and strategic importance of its chosen path of neutrality. Neutrality status has ensured domestic political stability and social harmony and laid a solid foundation for the country's steady development", the Kyrgyz leader added.

As noted, the Kyrgyz Republic highly appreciates Turkmenistan's significant contribution to regional processes. A vivid example of this is the adoption by the UN General Assembly of the resolution ‘2025 – International Year of Peace and Trust,’ initiated by Turkmenistan. Highly appraising this initiative, the Kyrgyz Republic became its active supporter and co-sponsor, said President Sadyr Zhaparov.

At the same time, the importance of the Third UN Conference on Landlocked Developing Countries, which took place in Avaza in August this year, was noted.

The distinguished guest once again warmly congratulated the Government of Turkmenistan and the brotherly Turkmen people on the 30th anniversary of permanent neutrality, wishing our country new frontiers in its development.

Thanking the leader of the friendly state for the informative speech, President Serdar Berdimuhamedov noted the importance of the approaches outlined for strengthening mutual understanding and expanding cooperation in the region. Relations between Turkmenistan and the Kyrgyz Republic are developing steadily and are filled with concrete content. Our countries are successfully interacting within the framework of the UN and other international organisations, supporting initiatives aimed at strengthening security and sustainable development, the head of state noted with satisfaction, expressing his assurance that cooperation will continue to strengthen in the future, contributing to overall peace, stability and progress.

The floor was then given to Emomali Rahmon, President of the Republic of Tajikistan.

After thanking the Government of Turkmenistan and the United Nations for hosting this important international event, the distinguished guest warmly congratulated the brotherly Turkmen people on the 30th anniversary of the permanent neutrality. As noted, the current International Forum for Peace and Trust in Ashgabat is yet another example of the firm commitment of friendly Turkmenistan to strengthening global peace and security, as well as peacekeeping diplomacy.

The Republic of Tajikistan highly appraises constructive policy of Turkmenistan, which over the past 30 years has demonstrated the effective role of the legal status of neutrality in international relations, President Emomali Rahmon said.

Particular emphasis was placed on the significance of the initiative to declare 2025 the "International Year of Peace and Trust" in the current global geopolitical setting.

In order to strengthen the foundations of sustainable development and prevent socio-economic problems, it is necessary for the international community to take coordinated measures, said the distinguished guest, drawing attention to the fact that environmental issues such as climate change and environmental protection require joint efforts. In conclusion, President Emomali Rahmon emphasized that Tajikistan, together with its international partners, is contributing to these activities.

After thanking the head of the brotherly country for his meaningful speech and kind words towards Turkmenistan and its people, President Serdar Berdimuhamedov noted that traditionally friendly interstate relations hold a special place in our country's foreign policy and are based on many years of trust and friendship.

The floor was then given to President of the Republic of Uzbekistan Shavkat Mirziyoyev.

At the beginning of his speech, expressing gratitude to President Serdar Berdimuhamedov and the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov, for the excellent organization of present Forum and warm hospitality, the distinguished guest congratulated the leadership of Turkmenistan and all Turkmen people on the 30th anniversary of the country's permanent neutrality.

As noted, this significant date embodies Turkmenistan's unwavering commitment to the development of peaceful, friendly and mutually beneficial relations with all countries of the world.

The current Forum is seen as an important political platform for promoting the ideas of peace and peacemaking, strengthening trust and mutual respect between states.

The Head of Uzbekistan also emphasized the decisive role of the National Leader of the Turkmen people in developing Turkmenistan's philosophy of positive neutrality and implementing important initiatives, highlighting that this political and diplomatic strategy is currently being consistently implemented under the leadership of President Serdar Berdimuhamedov.

The effectiveness of the UN Regional Centre for Preventive Diplomacy for Central Asia, located in Ashgabat, and its contribution to ensuring stability in the region were noted.

 “We in Uzbekistan to a large extent share the strategic vision and foreign policy approaches of our Turkmen brothers. In this regard, we support the initiative of brotherly Turkmenistan to establish, together with the United Nations, a University of Peace and Neutrality,” said the leader of the neighbouring country.

In his speech, the President of Uzbekistan also noted the special importance of peace and dialogue in the current setting. That is why Turkmenistan's proposal to declare 2025 as the "International Year of Peace and Trus" responds to the pressing needs of the world community. Uzbekistan fully supported this initiative and was one of the co-sponsors of the relevant UN General Assembly resolution.

The importance of Turkmenistan's initiatives in the field of energy and water diplomacy, sustainable transport connectivity, ecology and regional cooperation in ensuring universal well-being was also noted.

In conclusion, President Shavkat Mirziyoyev confirmed Uzbekistan's readiness to continue making a constructive input to activities in this vector.

Thanking the distinguished guest for his insightful speech, President Serdar Berdimuhamedov noted that interstate relations have been developing in a stable and constructive manner for many years.

Expressing confidence that cooperation between Turkmenistan and the Republic of Uzbekistan will continue to expand, contributing to the sustainable development and prosperity of our peoples, the head of state once again sincerely thanked the leader of the fraternal country for his speech.

The floor was then given to President of the Republic of Armenia Vahagn Khachaturyan.

The distinguished guest expressed his gratitude to the Government and President of Turkmenistan for organizing this important event.

As noted, the UN General Assembly Resolution declaring 2025 the "International Year of Peace and Trust" lays a solid foundation for resolving conflicts by peaceful means and promoting good-neighbourly relations between states.

Highly appraising Turkmenistan's contribution to ensuring international peace and security through the implementation of the doctrine of neutrality, trust and dialogue, the head of the friendly country noted that the Republic of Armenia consistently supports Turkmenistan's initiatives in this direction put forward at the UN.

Strengthening trust between states and peoples is the foundation of sustainable peace, President Vahagn Khachaturyan emphasized.

"We highly value the constructive nature of our cooperation with Armenia. The coilrrelation of our countries' positions on a number of topical issues contributes to the promotion of the ideas of peace, stability and cooperation," said the head of Turkmenistan, once again thanking the distinguished guest for his speech.

The floor was then given to the President of the Republic of Iraq, Abdul Latif Rashid.

At the beginning of his speech, the head of the friendly state expressed his deep gratitude to the Turkmen side for their hospitality. As emphasized, the Republic of Iraq considers mutual understanding and dialogue to be key conditions for ensuring stability on a regional and global scale.

In this context, it was noted that modern economic and environmental challenges require cooperation based on solidarity, trust and shared responsibility. Emphasizing that a dignified life and prosperity are the goals of our peoples, President Abdul Latif Rashid once again expressed his gratitude to the leadership of Turkmenistan and the friendly Turkmen people for hosting such a representative Forum, wishing them success in achieving its noble goals.

Thanking the distinguished guest for his insightful speech, the head of state noted the importance of the issues raised concerning the strengthening of international stability and the development of dialogue.

The floor was then given to the President of the Democratic Republic of São Tomé and Príncipe, Carlos Manuel Vila Nova.

Speaking about the importance of regional stability, cooperation and open dialogue in accordance with international law, the distinguished guest noted that these are the main factors ensuring the prosperity of the state. In this regard, emphasis was placed on the importance of a policy of neutrality in ensuring peace and developing friendly relations.

Neutrality shapes the architecture of the world and promotes the expansion of interstate cooperation, the development of constructive initiatives and unity of efforts to find balanced solutions to contemporary problems, emphasized President Carlos Manuel Vila-Nova.

"Neutrality is the driving force behind equitable economic cooperation,  the head of the friendly added, emphasizing the importance of this concept for attracting investment, developing infrastructure, as well as ensuring food and energy security.

In conclusion, the distinguished guest expressed his gratitude to the head of state for his hospitality on behalf of the people of the Democratic Republic of São Tomé and Príncipe.

Thanking President Carlos Manuel Vila Nova for his informative speech, President Serdar Berdimuhamedov noted that Turkmenistan considers cooperation with São Tomé and Príncipe within the framework of international organizations to be an important component of the common pursuit of sustainable development and mutual understanding between states.

The floor was then given to the Prime Minister of the Islamic Republic of Pakistan, Muhammad Shahbaz Sharif.

Prime Minister Muhammad Shahbaz Sharif highlighted the significance of International Day of Neutrality, which is celebrated annually by the Turkmen people together with the international community. This year, the date has special significance, because, on the initiative of the Turkmen side, the UN General Assembly has proclaimed 2025 as the "International Year of Peace and Trust", said the head of the Pakistani government, emphasizing that trust is the foundation of global stability and constructive cooperation.

Prime Minister Muhammad Shahbaz Sharif also underlined the importance of our country's constructive initiatives in the field of peacekeeping, sustainable development and international dialogue, which are widely recognized by the international community. Turkmenistan is known as a center for peacekeeping and cooperation at the regional and global levels. The successful holding of the Third UN Conference on Landlocked Developing Countries in Avaza in August this year confirms Turkmenistan's position as a state that builds bridges of cooperation.

Thanking the distinguished guest for his insightful speech, President Serdar Berdimuhamedov noted that Turkmenistan highly values cooperation with the Islamic Republic of Pakistan, noting with satisfaction the consistency of bilateral cooperation in a number of areas, which contributes to strengthening stability and expanding opportunities for the development of the countries within the region.

The floor was then given to the Prime Minister of Georgia Irakli Kobakhidze.

Warmly welcoming the Forum participants, the head of government of the friendly country noted that the International Year of Peace and Trust is an important date calling on the international community to adhere to the principles of peace, partnership and trust.

It was noted that Georgia together with its international partners is fully committed to implementing the principles of the International Year of Peace and Trust. In this regard, it was emphasized that the Georgian side believes that a stable future can only be based on close dialogue, coordinated efforts and common goals.

In conclusion, Prime Minister of Georgia Irakli Kobakhidze noted that the current Forum, aimed at promoting global peace, unfolds new opportunities for advancing important initiatives, and wished success to the work of the Forum.

Thanking the head of government of a friendly country for his insightful speech, which outlined the main aspects of strengthening regional stability and promoting the principles of international dialogue, President Serdar Berdimuhamedov noted that these notions are vital for ensuring long-term growth and interconnectedness. As emphasized, our countries maintain constructive and friendly relations based on mutual respect and a strive to expand cooperation.

Then the Prime Minister of the Republic of Azerbaijan Ali Asadov took the floor, warmly welcoming those gathered and expressing his gratitude for the hospitality shown on Turkmen land and the high level of organization of the Forum.

It was noted that Azerbaijan highly values the constructive policy of Turkmenistan whose permanent neutrality status has been officially recognized by the UN General Assembly.

It was noted that the Republic of Azerbaijan considers the proposals of Turkmenistan to be an important contribution to the formation of a global architecture of peace and security. Along with this, Turkmenistan's initiative to establish a University of Peace and Neutrality under the auspices of the UN was highly appraised.

The distinguished guest noted with satisfaction that bilateral partnership has been developing steadily in recent years.

It was emphasized that the visit of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov to the Republic of Azerbaijan in July of current year gave further impulse to bringing interstate dialogue to a qualitatively new level. At the same time, the importance of the trilateral Azerbaijan-Turkmenistan-Uzbekistan Summit, which has become an important platform for expanding regional multilateral partnership, was highlighted.

The Prime Minister of the friendly country also proudly noted that the residents of the city of Fizuli sent a letter of gratitude to the Chairman of the Halk Maslahaty of Turkmenistan, Gurbanguly Berdimuhamedov, for the initiative to build a mosque in this city.

In conclusion, the head of the Government of the Republic of Azerbaijan once again warmly congratulated the Turkmen people on the 30th anniversary of Turkmenistan's permanent neutrality, wishing them prosperity and well-being.

Thanking Prime Minister Ali Idayat oglu Asadov for his informative speech, President Serdar Berdimuhamedov noted that the outlined areas of regional cooperation form strong basis for promoting peace, stability and mutual understanding.

The floor was then given to the Prime Minister of the Kingdom of Eswatini Russell Dlamini. Thanking for the invitation and hospitality, the high-ranking representative of the friendly country sincerely congratulated President Serdar Berdimuhamedov and all Turkmen people on the significant date.

Emphasising the importance of permanent neutrality for the development of open, friendly and peaceful relations with all countries and peoples, the honoured guest noted that selecting this path makes Turkmenistan's initiatives exemplary from the point of view of the culture of peace.

In his speech, the Prime Minister of Eswatini also emphasized that Turkmenistan's permanent positive neutrality is recognized three times by the United Nations, which clearly demonstrates our country's high international standing and respect for its peaceful foreign policy.

Thanking the honoured guest for his informative speech, President Serdar Berdimuhamedov stressed that Turkmenistan, in accordance with its legal status of permanent neutrality, attaches great importance to the development of relations with all states, including those located in the African continent. As noted, Turkmenistan highly appreciates the Kingdom of Eswatini's commitment to the principles of peaceful coexistence and respectful dialogue between states.

The floor was then given to the Prime Minister of the Republic of the Union of Myanmar Nyo Soe who on behalf of his country's delegation, expressed sincere gratitude to the Government and people of Turkmenistan for their hospitality, emphasizing that it is a great honour for him to participate in this important Forum on the occasion of the International Year of Peace and Trust and the 30th anniversary of Turkmenistan's permanent neutrality.

Highly appraising Turkmenistan's consistent efforts to promote global peace, strengthen trust and develop diplomacy, the Head of Government of the Republic of the Union of Myanmar particularly emphasised the significance of the current Forum and expressed confidence that Turkmenistan's principles of peacefulness and neutrality would contribute to further advancement of global efforts.

Thanking Prime Minister Nyo Soe for his insightful speech, President Serdar Berdimuhamedov noted that the aspects of international cooperation outlined by the honoured guest are of practical value for expanding inter-state cooperation. Turkmenistan is developing cooperation with the Republic of the Union of Myanmar in line with its policy of permanent neutrality, based on respect, dialogue and a constructive approach, the head of state highlighted.

Then, once again thanking the participants of the International Forum dedicated to the International Year of Peace and Trust, International Day of Neutrality and the 30th anniversary of Turkmenistan's permanent neutrality, President Serdar Berdimuhamedov emphasized that the speeches, proposals and ideas voiced by the heads of delegations would serve as a basis for further work to strengthen the institution of peace and trust.

After the break, the plenary session continued under the chairmanship of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov.

Before the commencement of the meeting, Hero Arkadag took a photo with the heads of international organizations and high-level delegations.

Welcoming the participants and guests of the Forum, Hero Arkadag emphasised that in the International Year of Peace and Trust, Turkmenistan, together with the world community, is widely celebrating the 30th anniversary of the recognition of Turkmenistan's permanent neutrality.

"Once again, welcome to the International Forum on the occasion of the International Day of Neutrality and the 30th anniversary of Turkmenistan's permanent neutrality", said the National Leader of the Turkmen people, noting that he will continue his speech in Russian, one of the official languages of the United Nations.

The theme of the current Forum covers a wide range of issues related to strengthening stability, ensuring the progressive and sustainable development of states, considering a number of social and humanitarian measures, as well as other issues on the global agenda, noted Hero Arkadag.

Due to various circumstances, the world is going through difficult times. In this regard, more than ever it is necessary to unite all responsible, sound, peace-loving forces and show determination in countering negative phenomena and threats to the global security architecture, noted the Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov.

Having put forward an initiative for peace and trust based on dialogue as the only path to assume viable and realistic approach to current global issues, Turkmenistan proceeds from the need for more active and effective use of the whole arsenal of politics and diplomacy, public opinion, historical experience, as well as accumulated humanistic and cultural heritage.

Speaking about the mechanisms for such unification, Hero Arkadag first of all noted the potential of the United Nations. In this regard, he spoke about the need to use the capabilities of the UN as the only international organization with universal legitimacy and mandate.

Cooperation on the pillars of Peace and Trust presupposes the existence of recognised political and legal foundations, clear and unambiguous principles enshrined in the UN Charter, equality, mutual respect, and non-interference in sovereign affairs, said the Chairman  of the Halk Maslahaty, emphasizing that following them means preserving peace and predictability, as well as rebuilding the foundations of civilized communication.

At the same time, it was noted that in addition to traditional diplomacy for the promotion of the concept of Peace and Trust, it is necessary to engage inter-parliamentary channels of communication, women's and youth diplomacy.

Informational dialogue plays a significant role in establishing respectful and constructive interstate relations. In this context, Hero Arkadag emphasized that the media should be used exclusively for constructive purposes, precluding cybercrime and the dissemination of biased material in media.

Proposing to develop a new promising "Roadmap for Cooperation" under the auspices of Peace and Trust together with partners from interested states and international organisations, the National Leader of the Turkmen people confirmed his readiness to discuss substantive and organisational aspects of this initiative.

The effectiveness and stabilizing nature of Turkmenistan's neutrality on regional processes, the development and strengthening of fraternal, friendly and mutually beneficial relations between the states of Central Asia and neighboring countries and regions is undeniable, added the Chairman of the Halk Maslahaty.

It was emphasized that the permanent neutrality determines both Turkmenistan's goals in the international arena and the means of achieving them, including such instruments as preventive diplomacy, active peacemaking and mediation.

For Turkmenistan, neutrality is not just a foreign policy model. It is the basis of our worldview, self-perception of our role and responsibility as a state and nation, as well as our unique contribution to the development of modern civilization, said the National Leader of the Turkmen people.

A lot is to be done jointly to improve the international situation, restore trust and culture of political dialogue, said the National Leader of the Turkmen people, noting that present Forum is an important step in this regard, and wished all participants success in their work for peace, mutual understanding and cooperation.

Hero Arkadag then gave the floor to the Deputy Secretary-General of the United Nations, Director-General of the UN Office in Geneva Tatyana Valovaya, who expressed her gratitude for the opportunity to participate in the International Forum.

Taking the opportunity, Tatyana Valovaya congratulated the Head of State and National Leader of the Turkmen people, as well as the people of Turkmenistan, on this significant date. She noted that with the support of the Permanent Mission of Turkmenistan, a meeting on the theme of peace, security and neutrality was organized in Geneva in October of present year. The event reaffirmed the importance of the principles of neutrality, especially dialogue and trust, in the current situation.

It was emphasized that during 2025, declared by the UN General Assembly as the "International Year of Peace and Trust", Turkmenistan put forward a number of significant initiatives to achieve the Sustainable Development Goals. The global agenda for sustainable development is a roadmap aimed at both eliminating the root causes of misunderstanding, as well as achieving peace and stability.

Its geographical location and commitment to the principle of neutrality in foreign policy enable Turkmenistan to act as especially vital and reliable partner linking Asia with the Middle East and other regions. By uniting nations, countries and cultures, Turkmenistan actively promotes the establishment of peace.

Thanking Tatyana Valovaya for her insightful speech, the National Leader of the Turkmen people emphasized that the points she underscored play key role in international cooperation for promoting the principles of equality, maintaining a culture of peaceful dialogue and coordinating initiatives aimed at strengthening peace and ensuring sustainable development.

The floor was then given to Kaha Imnadze, Special Representative of the UN Secretary-General for Central Asia, Head of the UN Regional Centre for Preventive Diplomacy for Central Asia.

As emphasized, this year, declared by the UN General Assembly as the "International Year of Peace and Trust" marks the 30th anniversary of Turkmenistan's permanent neutrality, confirming its commitment to promoting peace, trust and sustainable development, as well as its worthy contribution to the implementation of the 2030 Agenda.

As noted, Turkmenistan's preventive diplomacy and the activities of the UN Regional Centre for Preventive Diplomacy for Central Asia, with headquarters in Ashgabat, have established a reliable platform for strengthening trust between the states of the region providing for joint action to resist climate change and other contemporary challenges.

The Third UN Conference on Landlocked Developing Countries, recently held in Avaza, and the adoption of the Avaza Political Declaration demonstrated that Turkmenistan is making significant progress in the field of sustainable development and international cooperation.

Noting the importance of the initiatives put forward at the present Forum by President Serdar Berdimuhamedov and the National Leader of the Turkmen people, including the proposal to establish a University of Peace and Neutrality, Kaha Imnadze confirmed the readiness of the United Nations to cooperate in this regard.

Thanking the Special Representative of the Secretary-General of the United Nations for Central Asia, Kaha Imnadze for his informative speech, Hero Arkadag emphasized the relevance of the issues raised and expressed confidence that the UN Regional Centre for Preventive Diplomacy for Central Asia, which he leads will continue to actively promote initiatives aimed at strengthening peace and security in the region and neighboring areas.

Then the floor was given to Feridun Sinirlioğlu, Secretary General of the Organisation for Security and Cooperation in Europe (OSCE).  He emphasized that it is a great honour for him to represent the OSCE at the Forum dedicated to the International Year of Peace and Trust.

The OSCE Secretary General also noted that, as part of his first visit to Central Asia, he was very pleased to take part in the celebrations marking the 30th anniversary of Turkmenistan's permanent neutrality. The current Forum demonstrates Turkmenistan's commitment to intensifying international dialogue on important issues of global peace and security.

It was emphasized that the OSCE supports Turkmenistan's efforts in this vector, which since 1992 has been an important partner and has cooperated fruitfully with OSCE Centre in Ashgabat.

Thanking Feridun Sinirlioğlu for his very informative speech, Hero Arkadag emphasized that the speech highlighted the important role of the OSCE as a unique mechanism for dialogue, combining security, development and the humanitarian dimension.

Hero Arkadag then gave the floor to the Secretary General of the Organisation for Economic Cooperation Asad Majid Khan, who noted that it is a great honour for him to participate in such an important international forum on the occasion of the 30th anniversary of the adoption of the UN General Assembly Resolution on the permanent neutrality of Turkmenistan.

Today we also mark International Day of Neutrality established in February 2017 by a UN General Assembly resolution, which is particularly relevant in light of the declaration of this year as the International Year of Peace and Trust.

The model of permanent neutrality chosen by Turkmenistan is based on the principles of respect for the sovereignty of states and non-interference in their internal affairs, as well as strengthening partnership relations with all countries, said the distinguished guest.

Turkmenistan's positive neutrality is aimed at promoting goodwill and effective cooperation.

Hero Arkadag expressed his gratitude to the head of ECO for his informative speech, which highlighted the growing importance of economic interdependence as the basis for peace and partnership. As emphasised, the development of transport corridors, energy cooperation and trade links within the ECO space directly contributes to strengthening trust between states and sustainable economic growth.

The Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov then gave the floor to the Deputy Secretary-General of the United Nations, Executive Secretary of the United Nations Economic Commission for Europe Tatiana Molcian.

Expressing sincere gratitude to the Turkmen side for the hospitality and high level of organisation of the International Forum, the guest noted its great importance in the context of discussing important issues determined by contemporary realities. At the same time, attention was drawn to the work carried out within the framework of the United Nations Special Programme for the Economies of Central Asia (SPECA) on the development of regional cooperation.

An important focus of the SPECA Programme is the development of a sustainable transport system and the promotion of trade, which is an integral part of the implementation of the 2030 Agenda for Sustainable Development. Despite its technical nature, it provides a basis for building peace and cooperation on priority regional issues, including joint work to resolve climate change, water issues and support the exchange of experience in the field of technological achievements.

Hero Arkadag thanked the Deputy Secretary-General Tatiana Molcian  for her insightful speech that demonstrated that sustainable development is, above all, a matter of coordinated actions and approaches.

The floor was then given to Armide Salcia Alishahbanah, Deputy Secretary-General of the United Nations and Executive Secretary of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP).

Warmly welcoming the participants, the guest noted the importance of holding the current Forum in the International Year of Peace and Trust, on International Neutrality Day and on the day marking the 30th anniversary of Turkmenistan's permanent neutrality, and cordially congratulated Hero Arkadag, President Serdar Berdimuhamedov and all Turkmen people on this significant date.

As noted, by hosting such an important Forum, Turkmenistan reaffirms its commitment to multilateral cooperation and the consolidation of common regional efforts to achieve the Sustainable Development Goals.

At the same time, it was noted that the Third UN Conference on Landlocked Developing Countries was an important step in the implementation of 2030 Agenda.

The Deputy Secretary-General of the United Nations placed particular emphasis on the fact that neutrality is an effective tool for strengthening friendship, mutual trust, global peace and security.

Expressing appreciation for the insightful speech, Hero Arkadag noted the key role of ESCAP in developing modern solutions in the fields of transport, digitalization, modern cities, and climate resilience, as well as commended the contribution of the Commission to shaping the new economic landscape of the Asia-Pacific region.

The Chairman of the Halk Maslahaty then gave the floor to Nurlan Yermekbayev, Secretary-General of the Shanghai Cooperation Organization.

Warmly welcoming the participants of the Forum, the SCO Secretary-General expressed gratitude to the National Leader of the Turkmen People, as well as President Serdar Berdimuhamedov for the invitation to participate in the Forum, dedicated to the International Year of Peace and Trust, and for the hospitality extended.

Taking the opportunity, the distinguished guest extended sincere congratulations to the Turkmen people on the occasion of the 30th anniversary of permanent neutrality.

Thanking the head of the SCO for his insightful speech, Hero Arkadag noted that Turkmenistan's participation in SCO Summits as an honorary guest has become a long-standing tradition. The role of Shanghai Cooperation Organization in continental and global processes and its contribution to the formation of a balanced system of modern world order were highly praised.
