SPEECH BY THE AMBASSADOR OF TURKMENISTAN IN THE PARLIAMENT OF THE REPUBLIC OF MOLDOVA WITHIN THE FRAMEWORK OF THE JUBILEE ROUND TABLE IN HONOR OF THE 30TH ANNIVERSARY OF THE NEUTRALITY OF MOLDOVA

On December 18, 2024, the Ambassador of Turkmenistan to Ukraine and concurrently accredited in the Republic of Moldova, H.E. Mr. Toyly Atayev accepted the invitation from the leadership of the Parliament of the Republic of Moldova to take part in the jubilee round table on the topic "30 years since the proclamation of the permanent Neutrality of the Republic of Moldova: achievements, problems and prospects" and spoke at the event in the format of a video conference on Turkmenistan's experience in the international recognition of neutrality.

The event was also attended online by the Director of the Scientific Center for Strategic Studies of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan, Mr. Shiri Shiriyev.

During his speech, the Ambassador of Turkmenistan expressed gratitude to the leadership of the Parliament of the Republic of Moldova for the invitation to an important event for the independent neutral Republic of Moldova and its people on the occasion of the 30th anniversary of the proclamation of the country's neutrality and congratulated them on this significant event.

Mr. Atayev noted that Turkmenistan and Moldova are building a reliable and mutually beneficial partnership based on friendship and mutual understanding, fruitful interaction within the framework of major international organizations, mutual support for international initiatives, and a commitment to the course of intensifying partnership in various fields.

The main part of the report of the Ambassador of Turkmenistan was devoted to the experience of our country on the path to international recognition of the permanent neutral status of Turkmenistan since the declaration of neutrality as a fundamental content of the country's foreign policy at the meeting of the Conference on Security and Cooperation in Europe in 1992, at the highest level of the meeting of the Economic Cooperation Organization and the Summit of the Non-Aligned Movement in 1995, and for the first time in the practice of the UN by enshrining the Neutrality of Turkmenistan by a unanimous decision of the General Assembly in the form of a special Resolution on December 12, 1995, and then the second Resolution on June 3, 2015. At the initiative of Turkmenistan, the UN General Assembly Resolutions on the proclamation of the International Day of Neutrality in 2017 and "The Role and Significance of the Policy of Neutrality in Maintaining and Strengthening International Peace, Security and the Process of Sustainable Development" in 2020 were also adopted.

The Ambassador of Turkmenistan spoke about international initiatives and practical steps taken by our country at the international level aimed at strengthening global peace, stability and sustainable development in cooperation with the UN and its international structures, as well as achieving peace and harmony in the region, providing countries with economic and humanitarian assistance and support. Speaking about the events held in Ashgabat in honor of the International Day of Neutrality and the 29th anniversary of Turkmenistan's Neutrality, in particular the results of the high-level meeting of the Group of Friends of Neutrality for Peace, Security and Sustainable Development, Ambassador T. Atayev drew attention to the unanimous adoption on March 21 of this year by the UN General Assembly of the Resolution proposed by the Turkmen side on declaring 2025 the "International Year of Peace and Trust", when our country will celebrate the 30th anniversary of Turkmenistan's permanent neutrality.
